About the Journal

Journal of Public Procurement and Applied Studies (JPPAS) is a peer-reviewed academic journal published by Politeknik Pengadaan Nasional as a scholarly platform for the dissemination of applied research, case studies, and professional practices in the field of public procurement and related applied disciplines. The journal is dedicated to advancing knowledge and practical solutions that support effective, transparent, and accountable procurement systems in the public and private sectors.

JPPAS focuses on applied and vocational-oriented studies, emphasizing the integration of theory and practice in public procurement, government contract management, applied law and paralegal practice, digital business, and governance-related innovation. The journal aims to bridge the gap between academic research and real-world implementation by promoting research outcomes that can be directly utilized by policymakers, practitioners, industry professionals, and public institutions.

The scope of JPPAS includes, but is not limited to, public procurement systems, government contract management, procurement regulations and compliance, risk management in procurement, applied legal studies, paralegal practices, digital transformation in procurement, e-procurement systems, business process innovation, and multidisciplinary applied studies relevant to procurement governance. The journal welcomes contributions in the form of applied research articles, case studies, best practices, policy analyses, and conceptual papers with strong practical implications.

JPPAS is published periodically and applies a rigorous double-blind peer-review process to ensure the quality, originality, and integrity of all published manuscripts. By upholding high standards of academic ethics, transparency, and editorial quality, JPPAS seeks to become a reputable reference for scholars and practitioners while contributing to the advancement of vocational education, applied research, and good governance in public procurement.

Publication Ethics

JPPAS is committed to maintaining academic integrity and the highest standards of publication ethics throughout the editorial and publishing process. The journal adheres to the principles and best practices established by the Committee on Publication Ethics (COPE). These ethical guidelines serve as the foundation for the responsibilities of authors, editors, reviewers, and the publisher in ensuring a transparent, fair, and ethical publication process.

Peer Review Process

All manuscripts submitted to JPPAS undergo a rigorous Double-Blind Peer Review process to ensure academic quality, originality, scientific merit, and relevance to the journal's aims and scope. Upon submission through the Open Journal Systems (OJS), each manuscript is subject to an initial editorial screening to evaluate its suitability, compliance with the author guidelines, completeness of submission, and similarity screening results.

Manuscripts that pass the initial screening are assigned to at least two independent reviewers with expertise relevant to the subject area. Reviewers evaluate the manuscript based on originality, scientific contribution, methodological soundness, quality of analysis, clarity of presentation, adequacy of references, and relevance to the journal's scope.

Based on the reviewers' recommendations, the Editor may issue one of the following decisions: Accept, Minor Revision, Major Revision, or Reject. Revised manuscripts may be returned to the reviewers for further evaluation when necessary. The final publication decision is made by the Editor-in-Chief after all required revisions have been satisfactorily completed.

Accepted manuscripts proceed through copyediting, layout editing, proofreading, and final publication before being published online.

The editorial workflow generally follows this sequence:

Submission → Initial Editorial Screening → Similarity Check → Double-Blind Peer Review (Two Reviewers) → Editorial Decision → Author Revision → Final Decision → Copyediting & Layout → Publication

JPPAS is committed to conducting the peer-review process objectively, independently, transparently, professionally, and in a timely manner to ensure the publication of high-quality scholarly works.

JPPAS currently does not charge any fees to authors at any stage of the publication process. Authors are not required to pay submission fees, review fees, article processing charges (APCs), or publication fees.

All editorial processes, including manuscript submission, initial screening, peer review, copyediting, layout editing, and publication, are provided free of charge. This policy reflects the journal's commitment to supporting equitable access to scholarly publishing and encouraging the dissemination of applied research among researchers, academics, practitioners, and students.
